Title:A New Look at the Sector Ladder

Abstract:The original Sector Ladder document was published in 1994. It described a manual method for updating sector priorities (shifting PoAs) that involved no calculations and relied on a set of clerical procedures using specific documentation. This is a re-presentation of the original; the only changes made have been to tidy up the language in places. The purpose is to allow those who may be unfamiliar with the concept to take a look for themselves. It contains a recent reappraisal by the authors, as seen against the background of current thinking.
